Construction Phase Services

RJM can provide complete construction phase design services such as timely responses to Requests for Information (RFI’s), shop drawing reviews and contractor meetings. We have provided dependable constructability reviews for projects designed by other consultants, and participated as a sub-consultant on value engineering for complex transportation projects. We provide construction management and inspection to public agency clients for design-bid-build projects, and contribute to construction oversight as a sub-consultant on General Engineering Consultant (GEC) teams.

    Constructability Reviews

    Maryland Transit Administration

    RJM Engineering provided Quality Assurance/Quality Control (QA/QC) reviews to the Maryland Transit Administration for final design provided by other consultants. Reviews included such elements as construction quantities, standards, specifications, unit prices, cross references and potential construction conflicts for the following projects:

    • Prince Frederick, Charlotte Hall and Dunkirk Park & Ride Facilities – Provided QA/QC reviews including civil plan drawings and specification outlines
    • Five Grade Crossings – Provided constructability reviews for rehabilitation of five freight rail grade crossings on the Maryland and Delaware (MDDE) railroad at the 60% level and 100% level
    • Waldorf Park & Ride – Constructability reviews included the 85% design level storm drain, erosion/sediment control, MOT, pavement marking, structural and utility plans, as well as the specifications

    Roadway Construction Inspection

    Maryland State Highway Administration

    RJM Engineering has been providing construction inspection services at numerous sites throughout District 1,2,3,4,5,6 and 7 of the Maryland State Highway Administration. Types of projects have included new roadways and multi-lane divided highways, roadway widening/rehabilitation/re-pavement, safety improvements, intersection improvements, sidewalks and ADA upgrades, drainage and storm water management improvements, and guardrail replacements.

    On a daily basis inspectors perform concrete testing, hot mix asphalt core testing, soil compaction testing using Troxler nuclear gauge, profilograph testing, documentation of test results, documentation of problems in the field, erosion and sediment control evaluation, maintenance of traffic checks, striping and signing checks, recording and checking all field quantities, approval of payments, maintenance of inspectors daily report. RJM has proactively provided training for the inspectors to maintain high qualifications, and to keep abreast of all required state and federal certifications.

    Senior Office Engineer duties include performing general office engineer’s duties, and assisting the Resident Engineer and field personnel as needed. Services also include utilizing SHA’s MCMS program, processing Quality Assurance Engineers’ Daily Reports (lDR’s) and Requests for Periodic Payment (RPP’s), tracking administrative correspondences, performing assessment on submittals submitted by contractors, and assisting in document control.

    Bridge Rehabilitation Inspection

    Maryland State Highway Administration

    RJM provided construction inspection services statewide to SHA’s Bridge Inspection and Remedial Engineering Division (BIRED) for bridge construction, maintenance and repair. Projects included bridge structures, decks, parapet walls, expansion dams, bridge jacking and bearing, roadways, curb and gutter, and utilities.

    The following are a few examples of types of repairs:

    • Steel structure repairs, including replacing cross bracings in bent systems with access to the bridge from a barge on the water
    • Emergency beam repair on a bridge over I-70 due to damage from an accident. Beam was manufactured off-site in a machine shop and installed on an emergency basis at night
    • Repair of culvert due to headwall collapse, including new rebar, wing walls and riprap
    • Replacement of concrete pedestals, requiring bridge deck to be temporarily raised, and cast-in-place concrete used on face of solid shaft piers and abutments
    • Replacement of corrugated pipe with concrete pipe, including partial removal and replacement of existing roadway with partial road closure
    • Emergency repairs due to sound wall and retaining wall collapse, including clearing debris, replacing sheet pile, building new retaining wall, replacing jersey wall and repaving roadway
